Looks like most, if not all of these colour profiles were scanned from a book entitled The Armed Forces of World War II by Andrew Mollo. I do have said book so I can give you the direct caption for that particular uniform.
Lietenant-Commander, Royal Navy, 1941
Commander Kimmins, on his return from a combined operations in Norway, wears naval service dress under an Army steel helmet and leather jerkin. The web equipment is the 1937-pattern and the binoculars are marked with the broad white arrow which indicates that they are War Department property. The white lanyard is attached to a folding jack knife. Above the the rank distinction lace on the left cuff are the pilot's 'wings' of the Fleet Air Arm.
