I didn't have any issues with the decals laying down, but I used Mr. Mark Softner which might be a bit more aggressive than Micro Sol. A couple of tricks I used that really helped the decals laydown..
1) Make sure you have a good gloss coat down for the decals to ahere to, 2) Use warm water when soaking the decals, it really helps to soften the decals. I also use a candle warmer to keep the water warm while I am using it. You can get them at most craft stores for about $5. 3) Make sure to put a drop of dish soap in the water to break the water tension. 4) I put the Aztec decals down then clear coated them before putting the other markings on the model. For this build I thought the Aztec was a litte too strong so I clear coated it with Tamiya Clear Pearl, this helped add some lusted and tame down the decals before putting the markings on.
