you could scratchbuild one, like I have started, but not completed. Though this is not very realistic for the time frame you state. The main fuselage & wings, is, for a scratchbuild, IMNHO are a medium difficulty to construct. But the details, e.g. the Borg technology indents, the 'canopy', and the impulse drives, are just brutually hard to duplicate. I was making great progress on my effort until I switched over from major construction to completing the details.
However, you could at least, build a card model. Here's a link to the only card model (aka paper model) of the Delta Flyer that I know of.

If this link doesn't work, its fairly easy to find, just google 'Delta Flyer card model'.
But something that might be more substantial, is to take the card model, and use it as a template to cut out pieces of sheet styrene, I recommend 20 thou sheet. Several modelers do this, with some amount of success. This would speed up your construction, though the final finish will probably be somewhat challenging. Hope this helps.
