WWII Cruisers & BB's rigging question

I spent some time in the Viet Nam era navy and saw the New Jersey more than once. The line you are asking about is not rigged underway and as far as I know is only rigged for special occasions. All unnessary rigging is taken down before battle to avoid fouling or the possibllity of shooting into the lines. Ship guns firing systems have cut out cams designed so you can't shoot into your own ship's superstructure but lines are not accounted for. Nothing can be affixed to or taken away from a USN ship without having authorization or having the cut out cam redone.
