Basically, yes. The Gearing was developed from the Sumner. The Gearing added something like 14 feet of length to the Sumner. The space was largely used for more fuel resulting in longer range -- a necessity in the Pacific. The added length also improved the sea-keeping capabilities.
A Sumner hull is also basically a Fletcher, but just a bit wider (less than a foot).
