The Dragon kit was originally released under the Panda label.   In addiiton to the Burke they also did the USS Cole, the only differnence was the decals.   Mine didn't even have enough hull numbers to do the kit as boxed.

As noted in the linked review, the hull is covered with hundreds of "pimples".  These bumps are supposed to represent the inhaul padeyes for the crew working over the side.   They should be ~1-inch U-shapes of wire.  Sand them off.  Replace them with wire if you're really anal.

The hull bilge-keels are also too large/bulky.   If you sand them off you sand into the hull, so be prepared to back them with some sheet styrene before sanding.  Replace them with some strip stock.

The flight deck has raised markings.   Sand them off or replace the deck with some sheet styrene.

Some  of the hatches are wrongly shaped or too large.  If you have a mind to, sand them off and replace with PE versions.

2. Are there any differences between the DDG58 and the DDG 88 which is obviously a later ship and possibly a Flight 2 version?

The Preble is an Flight IIA Arleigh Burke, sometime called the Oscar Austin class (the first ship of Flight IIA). The USS Laboon is probably better represented by the Dragon 1023 U.S.S. Arleigh Burke DDG-51 kit.

The Dragon kit has a number of fit and accuracy issues, but nothing major. However, Dragon 1023 is the only game in town if you want the original Arleigh Burke class.

Trumpeter has a more accurate, but much more pricy Flight IIA kit, USS Lassen, in 1:350 scale.

DDG-88 is a II-A, which is has the helo hanger and has a slightly longer hull.  There are also differences with the superstructure, funnel design, and armament, which have evolved over time.

The Squadron book describes the differences in detail and a web search will yield a lot of good info.
