How about the Bounty or the Endeavor? Both three masters, so they will certainly take awhile to rig, especially if you discard the shroud jig and do the shrouds and ratlines in situ (which come out much better than ones done on jig).

But OP also has the forty dollar limit - so that puts the kaibosh on most of those subjects.
Let me throw the Trump USS England or the newer Dragon destroyers into the list. Depending on where you shop the latter may just come in under budget while the former is available in your price range at most online shops
