The Lindberg "Blue Devil" is supposed to represent a Fletcher-class destroyer. The Soley (DD707) was of the Allan M Sumner-class. There are minimal differences between the hulls of a Fletcher and a Sumner. The extigencies of wartime contruction mandated the similarity of the hull & machinery so as to minimize the retool impacts to production.

The Fletchers were armed with five 5-inch/38 caliber single guns. The Sumners were armed with three 5"/38 twin guns. There are also differences between the two classes in secondary armament layout and in the deckhouses
You can make a Sumner out of the Blue Devil, but be prepared to discard the kit superstructure and rebuild everything from the deck level up. To do that project I would recommend the Floating Drydock's Plan eBook

Before you get too deep in the Blue Devil project you may be interested in reading Jeff Herne's article on SteelNavy describing his build of the kit. It is titled 'Trial By Ordeal' if that gives you any hint as to what is before you.

And to answer your original question, the deck edge should sit flush with the side of the hull. Shim it up to level
