Can't say whether it's a change in formulation, but certainly there can be variations between production batches. No two batches of paint are ever exactly the same . There is often an "acceptable tolerance" range for any given colour and as long as the batch falls within that range, that's it.
I have observed many minor variations in Tamiya paint over the years, it's nothing unusual.
