SNJ can be used without the powder, but it gives a fairly flat, slightly grainy finish. You can buff it without the powder, as it is a fairly durable paint when fully cured, but it doesn't change the appearance much. The paint is really intended to be used with the powder, which tends to smooth it out and give a fairly realistic finish. The paint by itself is not a buffing paint like the Model Master products.
