My sincere suggestion is to ditch the paint. Tamiya is notoriously hard to brush-paint.. It dries too quickly, which is exactly what you don't want for figures.
My suggestion is to use any good quality artist's acrylics. You can get some Windsor & Newton artist's acrylics at Michael's or AC Moore's hobby stores for relatively cheap. Use Raw Sienna + a little bit of white for a good base coat, and then tint accordingly to taste or tone with either white or yellow ochre.
This is the best was to get good skin tone in my experience without using oils. And it's even somewhat better than oils, because white oil paint will eventually leach into and absorb into the lower coats, making your highlights disappear and giving your figures that same "sunburned" appearance.
