Well it depends...

It the paint layer is thick and the dust set deep and not much in the way of fine molded detail; wet sand (also try a coffee filter).

If the paint layer is thin, lots of molded detail, dust on the surface; try rubbing it out using rubbing or polishing compound (Crest toothpaste might be abrasive enough).

Either way... rub gently!

Try using an auto detailer's clay bar.  It's what they use just prior to waxing / polishing to take out surface imperfections.

If it has imperfections, especially dust, I'd sand it.  Use very fine paper- 1000, 1200 or something.  But frequently glosscoating dust particles makes them look even worse.

If it's the metalflake spray colors  , I would be very careful sanding , it exposes the metallic particles in an odd way 

I have had the same thing happen with the metalflake paint with blemishes that were too obvious.

I just stripped and resprayed, because sanding actually made it worse.
