I was confused too and did some Googling. Vallejo seems to have a water based enamal, whatever that means. It does not appear to be a product intended for plastic models though.
At any rate, the answer to your question is what Goat said and Bish confirmed.
Ye, as Goat says, vallejo are Acrylics, i am not aware of tham having an Enamel range.
But in short, no, you will have no problem putting one on top of the otehr as long as the first layer is dry. In fact, its often recomended for many weathering techinques.

Vallejo is an acrylic water based paint.
Your topic title is misleading.
If you are referring to mixing colors to achieve new shades or tones, they are not compatible.
If you want to use one over the other, no problem as long as the bottom color is fully cured. Most of us do that all the time.
Hey guys,
i was wondering if anyone has had any success/issues mixing enamels from different companies. I used testors enamel as the base layer and want to use Vallejo enamels to do the detail work. Has anyone tried this?
Also will I encounter issues if I use acrylic on enamel?
