It seems that the paints are incompatable. Let me explain. Some paints are hot, made from solvents like acetone, etc. Some are cool like acrylic paint. I am not sure if either paint is acrylic or solvent based. If the undercouat paint you used is hot it needs to gas out or expel the propellents and solvents over a day or two. If you over coat too soon it will still gas out, only it will crack or create orange peel effect in the top paint. That is what it seems you have had happen. That is why many do not use canned paints as they are hot. Many use acrylic primers with an airbrush.
You can sand with a medium grit sander to remove the old orange peel paint, wash, dry and apply the color you wish. Leave 2-3 days between changing paint colors to be safe. I hope this helps.
