Both of them are good and come with similar specs.
I have not used either so I can't really help you with that part, sorry.
I do know that they are both popular sellers and Silentaire is probably the most popular airbrush compressor in the world along with Jun-Air.
Both of the ones mentioned include a regulator/moisture trap and all you would need would be an airhose for your airbrush, although the Sparmax one comes with one already with connectors for all the different airbrushes.
Any Badger or Thayer & Chandler airhose fits that Omni.
In regards to noise, most of the compressors like this are about as loud as a refrigerator, which is pretty quiet. According to Airbrush Action Magazines compressor buyer's guide the Scorpion II is 30 dB which is very quiet. I am not sure how loud the TC2000 is and you would have to call Dixie Art and ask them.
