Don't use "regular" paint thinners. Though considered "oil" paints,  W&N "Artisan" range are designed to be thinned with water.

Uh oh ... you're supposed to thin them? Looks like it's another episode in my never-ending series, ROOKIE MISTAKES.

Did you undercoat with acrylics first? Doing this with oil paints helps to draw the medium out of the oil coat, much speeding dry time.

Also, forget about using linseed oil to thin; use regular paint thinners....

I bought some of these after reading up in here and on other forums, to do the ocean base for my latest ship model. They are the Artisan brand Windsor and Newton water soluable oil paints, and a fricking WEEK after I've done test strips, they're still wet!!!!

What month might I be able to start on the base?
