Enamel paint on vinyl tracks?

It depends on the track. For example, the older Tamiya type that had to be joined using a hot screwdriver are pretty bulletproof. However, I recall reading accounts of the newer "gluable" type disintegrating after being washed with enamels.

Sure can.  I believe enamel works better than acrylic for most flexible vinyl tracks.  The enamel paint is more "flexible" than acrylic which can crack and flake off if the track is bent.
