In this case there's no need to try to apply the decal in the traditional manner. Cut the decal from the sheet, trim carefully around it, and leave it on the backing paper. Glue it face down to the clear plastic part with Elmer's or other glue that dries clear. You can even use Future.

 
Yeah, I was just worried that if I applied a glue to it, it would distort the decal pattern or maybe cloud the plastic. But it looks like you've come across this issue before and successfully found a solution. 
 
Actually I realized I'm overthinking it. I could just use masking tape to attach the decal + clear, at least for this specific portion, because the edges are hidden by the dashboard.

Hi everyone,

I came across this issue in my last model kit, and it's coming up again in my new one. The model requires the decal to go onto the clear part with the 'face' of the decal making contact, not the underside of it.

The last kit required it for the back lights of a car (Aoshima's Delorean). The manual said that I should first apply the lights to the clear piece and THEN glue it to the car body, so that the decal is 'sandwiched' between the clear and the car body. I didn't listen and just put the decal on the body and the clear over it, which seemed to work fine.

My new kit (Revell's Ford Shelby GT-H) requires again the speedometer decal to go onto a clear piece with the colours face down, not the usual request where the underside of the decal makes contact.

Is there something you guys use to do this? I tried to invert the normal decal process (by applying it facing downwards) but it doesn't work. Just asking.
