Make your own decals??

I am new to the art of making my own decals, and am in need of some advice/help!
If I was to take a current decal sheet that I have, and color laser copy it onto laser printer/copier suitable decal paper, will the baby-blue background paper of the original decal sheet show up on the new copied decal sheet??? If so, is there any way to prevent this from happening (i.e. I need a clear back ground to these decals)?
I tried to scan it into my computer then manipulate the decal colors and background with MS Paint, but when I did my test print, the decals were HUGE! I'm talking 5 times bigger than the originals! I tried to resize them smaller, but all my color manipulations disappeared and it all went to a really bad black and white. Additionally, the images basically were so small them, that any color change to the pixels distorted the image so badly that is was unrecognizable.
Any pointers would be GREATLY APPRECIATED here! Thanks!
