The only thing you are doing wrong is trying to flatten out the wrinkles.

It is entirely normal for decals to appear to shrivel and wrinkle after applying a setting solution. Don't be tempted to try to smooth it out - don't even touch it. Assuming that you are decalling on a gloss surface, the decal will settle and smooth itself out as the setting solution dries.

I have found that not all decals are compatible with setting solutions. Some of them seem to self destruct , or do nothing at all if solution is applied. Some model manufacturers state in the instructions that setting solutions should not be used. All I can suggest is that is there are any spare decals on the sheet, try running a "test".
