On the serious side;

The process is part of an upgrade/maintenance operation, the number 30 is very relevant, as is Pennsylvania.

This A/C is in a way special as was/is the SR-71, but it is special for different reasons (although it is not as special as the SR-71, as nothing else is).

You mention of PPG suggests a coating, which would stay with the A/C, this is not a coating & it doesn't stay on the A/C.

The ingredient has to be Tabasco Sauce!

The "process" is not in any way fancy or hi-tech, the "ingredient" is not special either - it just happened to be suited to the job. All that said the process & ingredient are being used on one of the world's most special aircraft.

Although it is still not as special as the SR-71 (this has nothing to do with the question, I just like the SR-71 - dont suppose you could tell though)

I know that WWI aircraft used castor oil as an engine lubricant which gave a semi-gloss appearance to the front of the aircraft and amazing things to the pilots, but it wasn't a crystal.

Pesticides are usually pre-mixed prior to being loaded into aircraft.

Sterile Medflies are released from small aircraft for better coverage.

Like said, this process is used ON the A/C during an upgrade/maintenace op. The process happens on the ground, the ingredient is not used by the A/C itself. The A/C is pretty much state of the art, this has a connection with Pennsylvania.

The most visibly prominent contributer to the A/C passed away several years ago.

There was a notable story re. this A/C a few years ago that involved an "opposing" state.
