Thought I would share this. It worked near perfectly.

I made a base for a Dremel cutting base to make some rings. I measured out from the bit to the measurement I needed and drilled a tiny hole for a thumb tack as a pivot. Cut the outside diameter first and then the inside. The rings look like they were laser cut.

There really isn't much to it. As you can see in the picture, it is a piece of white styrene sheet. I cut 8 blocks of thick stock and glued them around the outside of the cutting base. The base just sits down in it and the bit is adjusted to cut below into the working material. It took all of 5 mintes to make.
