Kleenex works well, but as mentioned above, it can tear easily, especially when wet with the glue/water solution. Be careful, have patience and it will work out! I've used it to make 1/35 scale Zeltbahns (WWII German poncho/shelter half), cloth helmet covers, bedspreads, Willy's Jeep "canvas" soft tops, bandages, slings and blankets for casualties. I paint mine (with acrylics) when they are still damp and found that the paint helps strengthen them; it also creates a neat faded cloth effect too. Once dry, you can re-paint with enamels or acrylics, which also adds to the strength of the material.
