Smeagol, a lot of the online resources state that no one is completely sure if Tuskens are not human. They may indeed bear some semblance to humans, but from a genetic point of view, Tuskens and humans apparently could not interbreed. As far as someone actually seeing a Tusken without their protective clothing, it seems it was forbidden for them to reveal what they look like except in special circumstances: at childbirth, on their wedding night and during coming-of-age rituals (two events which were often one and the same), and as adults, only in the privacy of their tents with their blood-bound mates. Breaking this rule meant either banishment or death, depending on the specific tribe rules.
